Howard Timm holds a doctorate is in interdisciplinary social science (criminal justice, psychology, and political science) from Michigan State University. He taught at Southern Illinois University at Carbondale for 9 years. Dr. Timm joined PERSEREC in 1989 as a government employee. Among the improvements he helped achieved are developing a user-friendly credit report, an automated credit system, a system for locating deserters by using computerized database information, a process for incorporating Treasury's large currency transaction records into the security clearance process, and an automated system for identifying people who have been engaging in behaviors of security concern. He completed three national studies that pooled resources from hundreds of organizations. One study addressed police integrity. The other two pertained to reducing violence in the workplace and at school. He is currently helping to develop a net worth-based financial disclosure process that will combat corruption and espionage for profit.
